Just to be clear, would you like to see when someone typed 355 if there were these codes:
All numbers that start with 355, i.e. 355NB/123.4/56.78
And all numbers that contain 355 in the middle, i.e. 350NB/355.4/56.78
What about 2 numbers?
It can be done with some type-ahead script triggers filtering, but it may be very slow with a lot of records, and definitely slow on an iPad
Here's a simple version of portal filtering that you can pick apart. Type in the global search field and the portal will filter down. You could set it up for just one field

Yes all codes that start with and contain what they type. Thinking about it two numbers would work best as some of the codes only use two numbers.
Speed should not be an issue as the longest list would only be about 600 lines and solution will not be run on an iPad.

You can't get a value list to do this, but you can set up a selection portal. If you put that portal inside a popover, it will take the same amount of space as a single pop up menu or drop down list.
