You have to filter your value list through a relationship.
Create a global field in your table, and set it to "open" in your startup script so it is always "open" for every user.
Create a relationship to another table occurence, relationship based on PO# AND PurchaseOrders::gOpenPO = PurchaseOrders2::POStatus
On your value list dialog box, you are choosing the field "PO Number" to define your value list...check the little box near the bottom "Use only values starting from..." and choose the PurchaseOrders2 table occurence.

The drop-down list now works as expected in Browse mode - thanks
In Find mode it still doesn't work, displaying nothing
The only thing I can think of that would do that is if the Field Entry is disabled in find mode...Check on the Inspector in the DATA tab
The field is accesible in Browse and Find mode.
In Browse mode it works fine, in Find Mode I get a small blank drop down box with nothing in it.
