You can use cmd-Up Arrow for Next and cmd-Down Arrow for Previous (or any other unique key combination you like).
Simply use System Preferences>Keyboard & Mouse and add (+ button) FMP to the Application Keyboard ShortCuts at the bottom of the list. Then add Previous and Next menu items to it and enter your shortcuts for each.
I think you need the FMP Advanced version to customize menu items within the FileMaker application.

From what I gather, you can assign a shortcut to most menu items in the application. You just have to spell it in the Application Keyboard ShortCuts exactly as it appears in the FMP menu (e.g. 'Next' and not 'Next Record'; 'Previous' and not 'Last Record'; etc.).
But then you have to document all of your changes… ;-)
(BTW, Next and Previous menu items are in the Records>Go to Record sub menu.)
