Installing a 12 day old operating system and trying to run an application without certification that it works, may not be the wisest course of action.
Patience, and reports from the scouts with arrows in their backs may be called for?
Is there any movement on this at all?

When you say Server 1.5 and Server 3.0 what are you referring to?
I read a lot to stuff but have seen none related to your problem
The Mavericks thread on http://macintouch.com is very active, a question there may get a response.
Of course the Apple Discussions for Mavericks would be worth a shot.

I would completely , reformat the Mac Server and install every update that available from Apple , and try to install File maker Server and do the required updates before deploy the FM server.

Ok so I'm still not able to get this working.
I have completely deleted FMP12, open the mac in disk utility mode and then repaired the disk.
Then I reinstalled FMP12 (v4) and ran the updater to to update (v5)
When I opened the application for the 1st time and still i get the message as soon as I open the application.
So, have anyone come across this and does anyone know now how to fix this?

You refer to FileMaker PRO (FMP) 12 and Web Server--which I would think is a reference to FileMaker SERVER. Which product are you trying to install?
As I understand it, Mavericks and FileMaker Server 12 are not compatible.
A Google for the error message on these forums. Threads about IWP not starting.
EtreCheck is a free utility that was created by members of the Apple Discussions. It lists processes in OSX. Active and Disabled. It may give clues.
