Are you referring to the margin shown around the top and sides of your previewed image?
No i was referring to the white Horizontal line that is just above the footer. is that a normal design element or no. i fi move it around enough in the formatting area it will actually create a second page

and that's why I asked for clarification.
I suggest putting your layout in layout mode (click Edit layout) and uploading a screen shot of what the layout looks like in layout mode. We may see a clue there that is not visible in preview mode.

if i adjust the footer the line will get thicker or thinner
Drag the border between body and footer down to make the body longer. The footer will always occupy the bottom of the layout. The white line is the gap between the footer and the bottom limit of your body.
Note: I am assuming that you are printing one record for each page.
Another fix is to remove the grey background color so that the background is white. Then the gap will not show.
A third option is to change the footer into a trailing grand summary. Then the white space will appear as a larger margin along the bottom of the page, but the trailing grand summary will then appear only once after the last record instead of on every page so that may not work for your layout.
