You need to:
enter layout mode
select the field
Select the Inspector's data tab and scroll it to the very end.
Select the option to optimize your container field for interactive content.
Then you will be able to return to Browse mode and use Insert PDF to insert a PDF file.

It isn't clear from the above whether this was a Mac or Windows issue (the fonts would suggest a Mac). However, just in case this helps anyone else who finds this post with a similar problem on Windows, we have just had exactly the same problem on some of our Citrix accounts on our cloud servers.
The solution was simple. If Adobe Reader hasn't been launched at least once, then the 'Insert PDF' menu in FileMaker is greyed out. Launch Adobe Reader, quit it and launch FileMaker and the menu is available.

I hope your day is going well. Thanks so much for posting your experience and the solution you discovered. In my case we had an employee change and the computer the new user account was created on worked fine with the previous user. At some point we replaced Adobe with Nitro Pro, which I assume didn't affect the previous user because the software switch came after the database had been in use for some time. However, the new user had not had an occasion to use Adobe, hence the problem. The confusing thing for me was that once the pdf file was inserted into the container field by another user, it was visible by the new user via the container field with Nitro. I stumbled across your post and... Voilà!...the issue is resolved. Thanks for preventing what I'm sure would have been a massive headache caused by beating my head against the wall for an extended period of time. Have a great day!
