"Change to hand cursor over button" doesn't disable

Description of the issue

"Change to hand cursor over button" doesn't disable in some layouts unless I physically click somewhere within a layout (kind of like committing a record).  Other layouts, it disables itself after mousing away from a button or cursor is moved to another layout part.

Possibly related (maybe a corruption issue?): When an image or text is embedded in a button it becomes a grouped object; it shouldn't.

Steps to reproduce the problem

Recreated a button from scratch; deleted contents on layout; created a new blank layout; deleted layout part and created a new one--problem still exists.

Expected result

The "hand" should disable itself after mousing away from the border of a button.

Actual result

Hand remains visible until a mouse click is executed.

N/A

Configuration information

Not machine specific--if I migrate the file to another machine the same problem occurs, so it has something to do with the layout's coding.
