Check and see if this only happens when you hover the mouse over a button in the layout's header. I think this is a known issue though I had to really search the Known Bugs List before I could pull up something similar. The report I found shows that the cursor can fail to change from the text edit "I-beam" when a field is located in the header.
A couple of quick tests on my system suggests that it's the same issue.

Our Development and Testing departments are aware of this issue. As PhilModJunk correctly pointed out, this issue occurs in the Header part.
I have attached your post to the original report. When any new information becomes available, I will let you know.
I've updated the KBL entries to refer to both hand and I-beam cursors for both button and field layout objects in the header.
Thanks to you both and yes, the header's the culprit. I downloaded the Known Issues database but I must've not entered my search criteria very well: FileMaker + is + messed + up. :)
The updated entry is in my development copy. New copies for download are made available via the download very week or so. Report #506 is the relevant bug report.
This issue has been addressed in FileMaker Pro 15.
