To attempt to replicate this issue, I created a new database file in FileMaker Pro 12.0v3 installed on a Mac OS X 10.8.2 workstation. I entered layout mode and clicked the "Manage" icon in the top right. The pop-up appeared beside the Manage button in my test.
If you create a new database file, then do you experience the same issue?
Brand new DB file "untitled" does the same thing. Notice the bottom left of the screen shot. Thank you for helping me with this.

If not already done prior, can you uninstall and reinstall FileMaker Pro 12 and all updates?
To keep the environment as simple as possible, quit all other applications, backup any databases and trash the entire FileMaker Pro 12 folder from the applications folder.
Afterwards, boot into safe boot by doing a restart holding down the shift key. This will allow only the Apple Mac OS to start-up, removing potential third party conflicts. Perform the reinstall in safe boot and test with the new file.
Please report back to me the results, and we will discuss next steps.
