"Reload" clears web viewer on data-generated pages

Description of the issue
The web viewer goes blank if you use the "Reload" command, but only if the page is generated from data in the URL. This doesn't happen if the URL is a link to an actual web-based or local file, or if you use the "Set Web Viewer; action: reload" script step via a button.
Steps to reproduce the problem
Create a web viewer; enter as the URL the following:
"data:text/html," & "
In browse mode, the web viewer displays the data-generated page. However, if you right-click in the web viewer (with "allow interaction" enabled) and choose the Reload command, the page blanks out. It can be restored by switching to layout and then browse mode, or using a "Set Web Viewer" button to reload the web viewer.
The Reload command should actually reload the page, even when the page is data-generated.
