We have tested FileMaker Server 13 with Windows Server 2012 Standard; not R2. Also, we tested and certified FileMaker Server 13 with Java 7; not Java 8.
Therefore, try rolling back to Java 7 (update 60 is fine). If the issue still occurs, locate another Windows Server machine that is either Server 2008 R2 or Server 2012 Standard, and install FileMaker Server.

This issue can be resolved on the FileMaker Server machine by making the following changes:
- Open IIS Manager
- Expand the localhost directory then expand Sites
- Select FMWebSite and double-click the Compression icon.
- Uncheck the “Enable dynamic content compression” option and Apply.
