Admin Console: "The Database Server is Not Available" but the server is running.

Description of the issue

Admin console says the "Database Server is Not Available".

Command Line Interface gives:

IP Address is invalid or inaccessible.
Error: 10502

Clients can connect to the Server and backup schedules are running.

Steps to reproduce the problem

Attempt to open the Admin Console either locally on the server or remotely over the network.

Expected result

Access to the Database Server via the Admin Console.

Actual result

"Database Server is Not Available.

Exact text of any error message(s) that appear

"The Database Server is Unavailable. Admin Console functionality is limited to FileMaker Server Overview and Log Viewer Panes. To use other functionality, the server administrator must start the Database Server again."

in the CLI all commands result in:

IP Address is invalid or inaccessible.
Error: 10502
