Description of the issue

After installing Filemaker 8.5 Advanced on Windows Vista, regardless of whether the 8.5 v2 updater is applied, when you attempt to create a Label layout, the "Use label measurements for " option is completely disabled and unselectable.  The only thing that can be chosen is the "Use custom measurements" selection.

Steps to reproduce the problem

1) install Filemaker 8.5 on Windows vista
2) Open Filemaker
3) Create a new file
4) create 2 text files
5) go to layout mode
6) create a new layout, in "Select a layout type" box, choose "Labels", click Next.

The New Layout/Report box shows the "Use label measurements for " option is completely disabled.  The only thing that can be chosen is the "Use custom measurements" selection.

NOTE - Also have Filemaker Mobile 8 installed.  I sync Filemaker data with a Palm TX.

Expected result

In the New Layout/Report box shows the "Use label measurements for " option should be selectable.

Actual result

The New Layout/Report box shows the "Use label measurements for " option is completely disabled.

Configuration information

1) In the "C:\Program Files (x86)\FileMaker\FileMaker Pro 8.5 Advanced\Extensions\Labels" there is a "LabelsUS.flb" that does have label definitions.  In spite of this, the "Use label measurements for " option is completely disabled.

2) Have Filemaker Mobile 8 installed.  I sync Filemaker data with a Palm TX.
