Since I don't generally use repeating fields I'm a bit rusty, but there are Get functions that deal with repetitions and I think these might help. RW.
I've looked at the Get (CalculationRepetitionNumber ) and Extend functions and neither make this work.
I used a simpler test and was able to reproduce this in XP.
I just set the calc to refer to the global repeating field and then created a new record to see what values appeared in the new record.
Interestingly, If I edited the second repetition in the global field, the corresponding repetition in the non global field auto-entered the value, but when I just created a new record, it did not auto-enter the existing value in the global.

Auto-enter calculations only work with the first repetition. The workaround you mentioned is the accepted method as described in FileMaker knowledge base 4054.

Yet the auto-enter calculation DOES work--but only when a new record is created. It fails to update when a repetition referenced in the calcualtion is edited.
Thus, this behavior seems very "bug like".
Thanks TSwildcat, I mentioned using a lookup as a workaround in my original post. Interesting that it does work when creating a record. That could also work for me in the way I'm doing this as I'm setting the information to global fields on startup. I could create the record in the globals table which will automatically set the information.
