Description of the issue

There is a bug in FileMaker 12 where you can't scroll through portal rolls by using your mouse wheel. You have to manually click-and-drag on the portal scrollbar with your mouse pointer to scroll through portal rows.

This happens especially frequently in converted solutions from FileMaker 11 to FileMaker 12.

Apparently, FileMaker 12 will arrange the layering of layout objects differently than in Filemaker 11, and to make matters worse, if it BELIEVES that a layout object is ON TOP OF a portal (even if you can see through that object), then the portal will not scroll via the mouse wheel.

This bug can be triggered with something as simple as a transparent box (i.e. no fill) drawn around a portal (perhaps to form a pretty visual border around the portal). If FileMaker 12 interprets any object -- even that transparent box -- to be ON TOP OF the portal, the portal will not scroll. Even if you can see the portal, you can't scroll through it unless it is the frontmost object.

It shouldn't work this way. It should really work like it did in FileMaker 11: If the portal is visible, it should technically always be able to scroll... it shouldn't have to be the frontmost object.
