Can File Size keep an Hourly Back Up Schedule from being Hourly?

Description of the issue
see image from admin console listing the back up schedule details. As far as I can tell, it's correctly set up to back up files once every hour. But the back ups are being performed once every day.
The only unusual factor I can spot is that one of the files is nearly 20 GB in size. (Just figured out that a contractor that created the file used a text field to create the equivalent of embedded container data in a 50,000 record table...)
But checking the log shows that the schedule, while running only once a day is taking less than 4 minutes to run.
Progressive back ups are also failing.
