Description of the issue

If Guest account is assigned read only or data only access, I get a message that "Your access privileges do not allow you to perform this action."  The file was originally in version 6 with no password, and I don't remember if it ever worked after upgrading to 11.  Recovering the file using v11 did not help.  Creating a new account with read only privileges, with or w/o a password does not work either, but will work if the account is given full access.
