And then what happens once you get that color change? Will there be some review or approval process that then resets the conditional formatting so that the next change in data can be flagged with such a color change?
You can use script triggers to capture the fact that the field was modified. Then the script can set a different field with a value that flags the field as changed and your conditional format can then specify a color change if the value in that field is not empty.
OnObjectEnter can trip a script that saves the current value of the field to a global variable. OnObjectSave can trip a script that compares the current value of the field to the value in the variable and then flag the field as changed if the values are not equial. (This method distinguishes between cases where the user edits the field but then changes their mind and re-edits it back to the original value before exiting the field.)
If the field is formatted with a drop down list or pop up menu, the original value of the field should be passed to the script as a script parameter to capture the value before the user selects a different value from the value list.
