Configure Toolbar fails and locks up on Windows for some databases

Description of the issue

First, I create a blank database, then right click on the toolbar and add something to it…no problem. This tool bar change stays between sessions for the user.

Then I open a larger database (same thing with others) and try the same thing…FileMaker locks up right away.

This only happens on Windows...but with multiiple versions and multiple databases.

See video...use a smaller temp database to set the prefs.
