I posted something similar to this last week. I resolved the issue by updating adobe reader to version dc.
Installing Reader DC is successful as a work-around, but this remains an issue. My group works with Acrobat Pro, and convincing our gigantic, highly bureaucratic, non-tech friendly employer to buy us all Acrobat Pro DC is unrealistic. Regardless, FM needs to make this work irrespective of what PDF software one has installed.

The solution was disabling and re-enabling an add-on "Adobe PDF Reader".
