Description of the issue

If a custom menu is active in the frontmost window (possibly any window) and the user opens a development tool like Define Database or Scriptmaker, the custom menu interferes with the keyboard commands that would otherwise work with those development windows, e.g. unable to save a script without closing the script or unable to copy/paste field definitions if the Copy menu has been disabled.

Steps to reproduce the problem

Enable Custom Menu in a window and open Scriptmaker or Define Database.

Expected result

Define Database or any other internal development window should ignore custom menus entirely.

Actual result

Custom Menus interfere with keyboard commands in development windows.
