Description of the issue

The DDR output fails to properly encode the ampersand character for an attribute string.  Here's an example tag (actual output from the DDR XML): 

In our case, this happened when inserting an image on a layout, and the filename had the ampersand in it.

The ampersand should be encoded as "&" (I think).

Steps to reproduce the problem

Export the XML DDR from a solution that happens to have included a graphic who's source filename had an ampersand in it.

Workaround

Rename the input file.
