FileMaker Pro Advanced gives users the ability to create custom menus that limit the number of options. Is it possible you have a layout script trigger that uses a custom menu, and then does not restore the menu when switching to the previous layout?
If you are running FileMaker Pro Advanced, once you get into this state of menu options grayed out, pull down the Tools menu, look under "Custom Menus", and see if you have a menu selected that is not the Standard FileMaker menu.

The one thing I'm currently doing that seems to be triggering the problem, if not coincidental, is performing finds.
Is it possible that you are in Find Mode instead of browse mode when you see this? Or perhaps have a script that is paused? (Check the status tool bar area for a button that pops up with "continue" each time you have a paused script.)

Yes, I had a script running with a (Pause) option selected for a Perform Find step. How embarrassing! Sorry for crying wolf!
I just ended up in another state where all of those menus were greyed out and I was not in the middle of a paused script. I clicked around for a while in and out of Filemaker and eventually the menus became available again. :(
