Enabling SSL causes older clients to be unable to connect

Description of the issue
As of enabling SSL all our clients were suddenly unable to access the server. Turns out client versions before 14 (12 and 13) can only use 14 server if you're not using SSL. If you enable SSL, they can no longer connect, you must have FMP14. This is NOT supposed to be the case, and it caused us to suffer an organization wide failure, not to mention WebDirect still doesn't think the certificate is there. Overall, this is a disastrous release.
Steps to reproduce the problem
Install 14 server, connect with v12 client. Enable SSL on server, try to connect with client again.
Connect to server and list databases
Get told you don't have access to any databases
Turn off SSL, or upgrade all clients to v14
