Here is some information I received from Development and Testing:
It looks like Pentaho doesn't have the same JRE environment as the command line. Looking at the following thread:
... suggests that $JAVA_HOME/jre/lib/ext might need to be specifically added to the batch file used to start the application.
Our Testing department verified by specifically adding the path of \jre\lib\ext resolved this issue.
