The Time Billing Template should not be displaying this information. On my Windows XP machine, I am unable to replicate your problem.
Do you have an accelerator card or a Graphics controller/driver that allows you to speed up screen display? If so, slow it down or turn it off.
Any other information about your system,you can provide may be helpful.
I have just tried this on different machines, and for some reason it is only this particular computer with the problem. Sorry, I should have checked that first. Makes me feel better it is only on this machine.

Dual Nvidia Quadro FX 570
3 24" Dell monitors
I just tried lowering the hardware acceleration / 3d performance and it didn't have an effect.
Have you tried updating the NVIDIA drivers?
