Just to see, did you try the Open URL script step with mailto protocol ?
That could help to investigate the issue by eliminating some causes and may be a temporary workaround.

I had not tried the Open URL script step as the functionality needs to send an attachment and that is not possible with Open URL. At your suggestion, I gave it a try just to see if it works. And it does! Now why would Open URL work and not Send Mail?

I had checked all of the above except the default programs on Windows. I just did that, in Outlook/Options, and tested again only to receive the same error: - 1 Unknown Error.
We were hoping not to have to go the route of setting up an SMTP server and changing our existing code because each hour we spend on this is eating through the client's budget as they also have to enlist the help of their contracted IT consultant for email server management. Since there seems to be no alternative the client's IT consultant set up their Exchange Server to accept email relay over the weekend and I set up a test script on their FM file that does successfully send emails throught SMTP.
Now we just need to write new code to handle the processing of the emails since the users need to be able to edit the subject and body of the email, which they were doing previously in Outlook. We may also have to build a new table to keep a record of each email to be sent. Can be done but it does come at a cost and would love to know why this is happening.
FYI, I did try the Menu option File/Send/Mail/Email Client and it, too, produced the same error.
