Filemaker Server Admin Console needs restarting to maintain accessibility

Description of the issue
We have twice had to restart the Filemaker Server due to the fact that whilst it was running apparently OK, it did not allow me to administer items (in terms of turning individual d/bases on and off or downloading d/bases).
I have remote access to the server as I develop our FM solutions and sometimes need to download and work locally.
Restarting the Server has cleared the problem both times. I am trying to find my original Support email to fix a date for the first incident but I think the interval has been 4 - 5 months between the two incidents.
Steps to reproduce the problem
Run Filemaker Server, wait three to six months, then try to close an individual database.
Database status changes to 'Closed'
No discernable result
