After further testing, not all computers are reproducing this issue.
It does not appear to exist on any Mac computers I tested (I tried three seperate ones, two with Snow Lepeord and one with Lion)
I tried it on two separate Windows 7 machines (both with equal specs) and one reproduced the bug while the other did not.
And on the Windows Server machine I am working on is reproducing the issue.
It does not appear to be tied to a specific file, as I tested multiple files, including hosted and new databases, on all the machines, and the bug either existed in all files or none, depending on which computer it was.

I am unable to replicate the problem with FileMaker Pro 12 running on Windows XP (SP3), Mac OS X 10.7.4, accessing files locally or on hosted files running under Windows 2008 R2 and Mac OS X Server 10.6.8. Each time, I can enter a layout number, press return, and the correct layout is selected.

As I stated, I tested the same files on several machines/opperating systems and they worked on some and not on others. And it's only one-digit numbers that are causing problems.

I've tried this with several setups and different machines, and I'm still unable to replicate the problem. Most of the time, the file was hosted with FileMaker Server 12 on a Windows 2008 R2 server. The clients accessing the file (up to 6 clients) were running a variety of Windows 7, Windows XP, Mac OS X 10.7.3, Mac OS X 10.7.4, and Windows Vista. Under each instance, the user could go into Layout Mode, enter a layout number and press return, and the appropriate layout would be displayed. Until I have more information to go on, there's not much more I can do here.
I have experienced this issue with a large FileMaker 12.0v3 solution having 600 layouts.
My experience is:
1) The problem only occurs on Windows 7, not MacOSX when selecting a layout more than 100 layouts deep in the list of layouts.
The result is that the last layout in the list gets selected (#600) when selecting a layout from the list.
2) Also, I notice that the mouse scroll wheel is not recognized on Windows, even though other apps recognize the scroll wheel.
The workaround has been to open the Manage Layouts window, and open the layout from the list in the window.
I know this is a know bug on windows with files that have a large number (something around 200+) layouts. Since it has been a known issue for some time, I am frustrated by the fact that Filemaker has not addressed it in it's recent releases. Nevertheless, I am wondering if anyone has an idea for a work around. Perhaps a script with a popup window listing all the layouts??? Is this possible without manually creating the list and links for each item? Navigating through the Manage Layouts Dialog can get very tedious.
a) this is a very old thread. It no longer appears in Recent Items when someone posts a new comment to it and no TS person subscribes to this thread. Thus very few people will see your comment.
b) what you describe appears to be a different (and documented) issue where you cannot select Layout #256 from the layout menu in Windows systems.
