I am unable to reproduce your issue. In essence, on two different Windows 7 machines (and one virtual Windows 7 machine), the FileMaker Pro 13.0v4 Updater installed without any issues. I know that doesn't help you, so I would start over. That is, download another 13.0v4 Updater and try again. If this still fails, then uninstall FileMaker Pro 13.0v3, reinstall, and run the updater.
Thanks, TS Gal. What's strange is that the file path in the error message makes it look like it is trying to find the installer from 13v3. That path, though it should be irrelevant to a v4 updater, is nonetheless a valid path/file on my machine.
I have the full v4 installer, so I could do an uninstall and then full reinstall. But since it appears from the release notes that there is only ONE VERY MINOR FIX in this release (to the Get(ModifiedFields) function), I'll probably just skip this update altogether, as it's more time-consuming then it's worth to copy over all the registry preference settings (for remote hosts, window sizing, etc).
I encountered the same problem on 2 different machines today (and gave up). I tried installing with the installer file saved to the desktop and also tried installing from a copy stored on the server. These machines use network home folders and are running Windows 7 Pro.
I had exactly the same problem in installing the v4 update on Windows 7.
moreover I found in the applications panel that 2 versions of FileMaker 13 were installed (v3 and v4).
No way to uninstall them. just the system do nothing
Version 13v3 still working but I do not know how to unistall it.
I change the name of the installation folder and I tried to re-install FM 13v1 from scratch.
At the end of the installation I got again the same message asking for the msi installation package

Will not work with the msi from 1 or 2 or 3 - -apparently they are all the wrong ones!!
And saying un-install and reinstall is NOT an option when we might have to supervise this on client machines

AND even if we are FBA members we don't get access to complete installers instead of update ones so this little escapade means installing 1, then updating to 3 then updating to 4
again this is NOT a solution - nor is it a workround. The installer is clearly deficient.
I'm not sure if this is the same issue, but I just encountered something similar when downloading/installing FileMaker Server 13 on a Windows computer. Deactivating anti-virus during the download (not just during install) seemed to make a difference.

But of course this means that you must first uninstall your existing FM13, which means losing your list of remote hosts, window sizing/positioning, other preferences, etc. Since there seems to be only one minor fix for Windows users in this release (to the Get(ModifiedFields) function), it doesn't seem worth upgrading. I usually try to keep up to date, but this particular update seems to be pointless considering the hassle.
I performed update successfully on Win 7 and Win 8.1
Update failed on Win 10.
Same issue here.Windows 7 SP1 family edition premium within Parallel 10.1.1 under OS X 10.8.5.No antivirus installed.
I have an identical problem as the original poster. Cannot complete updater installation from v3 to v4 because it fails trying to find the v3 .msi file. I've pointed the browser to a number of FileMaker .msi files on my PC (Windows 7 running in BootCamp and as a VM in VWWare Fusion v6) but to no avail - the update just gets rolled back.

Even on a Sunday they should be pulling this installer. Once you try installing and it does not work, backing out leaves FM unusable.
The full installer also shows this problem on Windows 7. There is no such file on the computer called FileMaker Pro 13.msi......
