This error message occurs when there is an existing website using ports 80 and/or port 443. Make sure there are no existing website using these ports. For more information, see Knowledge Base Article #12080:

Since this error message does not provide any clue that this is the case, I will document this as an "installer bug". Does it happen in other Windows Server versions or just 2008?

I uninstalled ARR 3.0 and used a link I found in the thread (thanks to TSFalcon) and installed ARR 2.5.
One of the messages in the thread indicated, that doing it this way did produce problems with using WebDirect.
But as this customer is not going to use WD, I thought I would try.
The same person later wrote, that he had uninstalled Windows Server 2008 and installed Windows Server 2012. Then FMS 13 installed with no problems.
So it seems, that there is indeed a bug with the installation of FMS 13 on Windows 2008 server R2.
Now I have FMS 13 installed and up and running.
