If I understand correctly, the FileMaker Server 12 Admin Console is able to launch from a remote machine but does not launch on the host machine?
Some questions that may assist us in narrowing this down:
1. What browser(s) have been tried? If only Safari was tried, then what happens with another browser?
2. What do you see when trying to access the FileMaker Server start page at http://[serverIP]:16000 in a web browser?
3. What version of Java is installed?

sorry I had not the time for extensive testing: I only use Safari, and I had no idea of the version of java 7.
The same misbehavior trying to access the Server start page with "localhost" or the "ip-address".

Did you try from a workstation ? As you know, that is also possible and can be a workaround to allow you wortking in good conditions until a definitive fix.
Anyways, the question of the browser used was for me a key of success just few weeks ago : i suffered of an incompatibility between Safari and my FileMaker Server Admin Console. I used the latest version on both Java 7 v21, Mac OS 10.8.3 and FileMaker Server 12.0v4. The simple workaroud was to use Firefox.

thanks, yes the client (10.8.2, Safari 6.02) works fine.
Thats good news. Next time I´ll try Firefox.
