Description of the issue
Admin Console reports an error communicating with the server. Either the Web Server, Web Publishing Engine, and/or the Database Server are reported as not there when they are, in fact running.
Steps to reproduce the problem

Expected result
Admin Console connects to all server processes.
Actual result
At start and/or over time the Admin Console reports an error communicating with the server. Typically at restart everything is good with connection lost over time. Sometimes on restart one or more of the services are reported as unavailable.
The process are are running fine as users can still connect via client and web no matter what the Admin console is reporting.

Workaround
Restarting often fixes the problem for a few days.

Using the Admin Console from another computer whose only difference is the presence of Java 7v45 yields the same results.
