Description of the issue

A graphic object that crosses the boundary between parts is visible in Layout and Preview Modes, but is truncated at the top of the next part when the layout is viewed in Preview Mode.

Steps to reproduce the problem

Create new empty Form layout
Draw a rectangle with the top in the Header part, and the bottom in the Body or Footer part
View in Browse mode (notice the entire rectangle is visible
View in Preview mode (notice that the rectangle is truncated at the point where the Body part begins

(As far as I can determine, this happens at any part boundary: Regardless of which part contains the top, that part is the only part in which the object will be visible in Preview.)

Expected result

The entire object is visible in all modes (this was the case in v11)

Actual result

Part of object isn't visible

Create multiple objects to represent each piece of the object that should be visible in each part of the layout.
