I've been able to replicate this bug but with one difference: I don't see the values in the value list regardless of whether the field is or is not part of a portal.
I defined a number field for column 1
I defnied a text field and selected "unicode" as it's default language.
I set up a value list specifying the number field as column 1 and the text unicode field as column 2 with sorting specified on column 2.
Changing the default langauge back to "English" made the values visible.
On Windows XP (and Mac) running FileMaker Pro 10.0v3 Advanced, I am unable to duplicate the problem. This is what I have done.
1. I created a new database file with the following fields:
TEXT (Text with storage default language set to Unicode).
I created a value list "Unicode" that use values from first field NUM and also displays values from second field TEXT. I include all values and set the sort values for the Second field "TEXT".
When I apply this value list to either field or a new field, all values are visible.
When I reference the field through a portal, all values display.
What am I doing differently than you? If you have a sample file, please let me know.
The list that contains the data for the inputlist is a non related table in the file.
I can only reproduce what I mailed in the original bug report.

When I tested this, I used an unrelated table--don't see why that would make a difference.

I am able to see the problem you reported. The Value List is assigned to a Text field, but then in the portal, it is assigned to a Number field. When I change the portal field to a Text field, the value list then displays. Likewise, if I change the non-portal field from Text to Number, the value list does not display. When I change the second value list field from Unicode to English, then the value list displays. Therefore, it doesn't necessarily need to be in a portal. It is the Number field, when a Value List displays two fields and sorting by the second field that is Text and is set to Unicode. Do you follow that?
I have reported this to our Development and Software Quality Assurance (Testing) departments for review and confirmation. If any additional information comes available, I'll let you know. Until this is changed, you'll need to change your fields accordingly.
According to my tests, this bug does not occur in FMP 12.
