This one confused me at first also. You cannot insert a PDF into a container field unless you first enter layout mode and use the Inspector's data tab to optimize the container field for interactive content. This is true both for converted and newly created files.
I had this problem as well with a converted file. It did not matter if the layout object was formatted to allow interactive content. Still error 3 ( command unavaiIable ). Also manually, the command was unavailable from the popup menu or the menubar.
On fmforums is a thread that documents this bug. I could work around it by using the script step "insert image" ( with the field formatted as interactive ).
This thread is old enough that it no longer appears in Recent Items when someone posts a new comment to it. Thus, it is unlikely to be seen by TS personnel. You may want to start a new thread with this report.
If you do, can you document any specific clues as to why this bug is happening for you and not everyone?

I don't want to start a new thread, as I was able to provide a workaround for my customer, who pays me to solve his FileMaker problems, not to write bug reports.
I only wanted to provide a little bit more information on this subject, which seems to be happening on Windows 7 and Windows Server 2008 R2, I was not able to test with a Mac client as this solution is accessible only via RDP to me.
It seems to be a conversion issue. The customer files were recently converted from 11. Don't bother following up and have a fantastic day.
I have had this same issue.
I found that making a new container field in FMP12.0.3 Adv, fixed the problem. I'm on a Mac.
Initially I thought it may be due to not having the Adobe plugin installed, so I installed it, but actually it works better without it. Acrobat makes the PDF small in the container, leaving a large dark grey area to the right and bottom of the container. Removing the plugin and leaving Preview to handle the display is much better.
