Description of the issue

Recently (last 2-3 months), we've been  encountering an issue whereby users attempting to connect to the Web Publishing interface ( /fmi/iwp/res/iwp_home.html ) receive a blank screen (except for the FileMaker header); otherwise expecting login dialog

In all cases, it's the same error in the logs:

/var/log/apache2/access_log:
> 17.205.xx.xx - - [06/Jul/2012:15:16:40 -0700] "GET /fmi/iwp/cgi?-dblinks HTTP/1.1" 500 9940

/Library/FileMaker Server/Logs/pe_application_log.txt:
> 2012-07-06 15:16:40 -0700 FM Web Publishing - - wpc1 Error: 500

without any other context I could discern when comparing to working sessions. The issue exists in both Safari and Firefox, cleared cache, restarted, turning if off and back on again, etc ... Strangely the issue persists for a particular person for around 10-15min or switching browsers (Safari <-> Firefox), after which it starts working .. meanwhile, it's broken for someone else.

Rebooted server, upgraded to latest everything (latest version 11), check memory, file descriptors and even dtrace'd the "FM Web Publishing" process but couldn't find a difference between working/non-working.

Only the Web Publishing function is having an issue ... the native client interface otherwise appears to be working fine.

Steps to reproduce the problem

Connect to /fmi/iwp/res/iwp_home.html URL

Expected result

Receive a login screen

Actual result

Blank page except for banner at top

Exact text of any error message(s) that appear

Configuration information

OSX Server 10.6.8
12GB RAM (no memory deficit)
2.26Ghz quad-core Xeon
max open files == 10240
daily backup 11:30pm (no hourlys)
max sessions == 100 (never close to this)
file maker accounts only
6 databases, but only 1 (fairly small) database active
no plugins
session timeout 15min

Workaround

Usually wait 10-15min or switch browsers or computers -- has been less effective
