This is a known issue that has persisted since FileMaker 10 according to reports I've seen.

This issue is inconsistent, as it was first reported during the FileMaker Pro 11 timeframe. From another customer on the forum, the order of the layouts contributes to the error. That is, if the layout name appears before the folder, then the error does not occur. It only seems to occur when the layout name appears after the folder of the same name. This occurs for both Mac OS X and Windows. For more information, see:

For now, keep the names of the folders and layouts unique.
Apologies on the Filemaker 10 reference. A review of the threads suggests a data entry error in my database is reporting FMP 10 advanced when it should show FMP 11 advanced.
My layout "Reisen" is in the folder "Reisen" and because of that comes later in hierarchy than the folder.
But fact is, that this worked without trouble in FM11 and now got broken by the conversion to 12 without any hint nor any documentation about a changed behaviour.
This issue has been addressed in FileMaker Pro 16.

On the one hand it is good to hear, that a bug has been resolved. On the other hand - seriously - five years to get rid of a little bug is .... let me say "astonishing" ...
