Manage layouts drop-down menu does not accurately display layouts in folders under some conditions.

Description of the issue

Layouts can be nested in folders. Beyond a certain number of nested folders the drop-down layout menu does not reflect accurately this folder hierarchy. Layouts begin to be listed outside of their folders.

Steps to reproduce the problem

Create a file with a single layout. Under Manage Layouts place this layout in a folder. Place this folder in another folder. You now have two folders and one layout. Duplicate this set up continuously until you have approximately 30 copies. Check the drop-down Manage Layout menu periodically and layouts will start to appear outside of their folders.

Expected result

That no matter how any nested folders are created that under the Manage Layout menu the folder hierarchy will be accurately displayed.

Actual result

The folder hierarchy created is not accurately displayed in the Manage Layouts drop-down menu.
