FileMaker Server does not have ODBC compatibility; only FileMaker Server Advanced. Therefore, you will be able to connect once FileMaker Pro is open.

Sorry for the confusion, I am running FileMaker Server Advanced which is why it does connect via ODBC at all (even though its broken and requires FM Pro to be opened first). But yes, I opened the admin console up and verified that it is in fact FMSA, so the ODBC should be working and I shouldn't need FM Pro to be opened.

I've been discussing this with another Support Technician, and we are both lost for why this is occurring.
Are you trying to run FileMaker Pro and FileMaker Server on the same machine? This would definitely cause a problem.
Can you provide any additional information about how you set up the ODBC driver. That is, the DSN, ports, etc. What is the configuration? What kind of machine is running the Admin Console? FileMaker Pro? Any other information you can provide may be helpful.
