Description of the issue

When you use the "Open" button within "Manage Layouts" to open a layout, it ignores the Views settings for that layout, and instead opens it in the view (Form/List/Table) of the layout in whatever window was frontmost behind Manage Layouts. This happens even when you have only one View-type even enabled. Example: You have one window open for your file. It is in Table View. You pop up Manage Layouts, select a layout (e.g. named "Contact Detail Form") that is specified as Default View = Form, and only Form view is even enabled. When you click the Open button, the layout "Contact Detail Form" opens in Table view, NOT in Form view.

This severely undermines the usefulness of Manage Layouts, since it means having to often fix the layout View type.

Steps to reproduce the problem

1. Create Layout 1 with a Default View = Form.
2. Go to a layout in Table View.
3. Open Manage Layouts, select Layout 1, then click Open.

Expected result

The layout should open in its default (and most recently used) view: Form View.

Actual result

The layout opens in Table View, just because a previous window showing a DIFFERENT layout was in Table View.
