I am unable to replicate. To test, I performed the following steps:
1. Created a New Database
2. Added a Popover button to the layout
3. Added some text to the Popover part
4. Transferred to FileMaker Go 13.0.3 on an iOS 7.1 iPad 3
5. Opened the file with FileMaker Go 13
6. Tapped the Popover
The Popover part displays with the text.
Perhaps, I am missing a step to replicate?

I was unable to reproduce the issue you reported with Popovers not displaying / functioning on an iPad running FileMaker Go 13.0.3.
I created a very simple file using FileMaker Pro 13 that included a Popover Button. I then transferred the file to my iPad and confirmed that the Popover button displayed and functioned just as it did in FileMaker Pro.
Could it have anything to do with the proximity of the Popover Button to the Header part that is on your layout. It should not matter but I see from your screenshot that it opens / overlaps the header somewhat. Just curious if you have better results if you make the Popover appear completely in the Body part.

After seeing your responses, I got to thinking that it must be just MY iPad that is having the problem.
Here's what fixed it. Deleted the Filemaker Go 13 app and then reloaded it and my missing buttons showed up as expected!
