Neither the scrollbar nor the up/down arrows respond to any touch; however, I can still scroll the portal with a swipe gesture within the portal. Yes, I actually can. So now I have a workaround, or maybe this is a feature.
But the scrollbar should not just disappear.

Currently, with iOS devices, swiping up and down acts as a scrollbar for a portal (with a vertical scrollbar).
The vertical scrollbar unresponsiveness has been recategorized as a product suggestion. This means Product Management and Development will discuss and consider this issue for possible implementation in a future release.
