Does this error occur with every record?
If you create a new layout and add the Interactive Container field, does the issue still occur? If not, then the original layout may be damaged/corrupt.
If you create a new database file with an interactive Container field and insert a PDF file, does the issue still occur? If not, then the original file may be damaged/corrupt. If the issue still occurs, then try logging in under a different user account and try to replicate the issue. If this fails, then reinstall FileMaker Pro 13.0, and then update to the latest release FileMaker Pro 13.0v5.

I have imported all the records without the container fields, and created brand new layouts in a new database. I set the new container fields to save the pdfs externally (secured) and now the new file has started crashing. I only have maybe five pdfs in the new file. Any ideas?
I now have a new computer with a new installation of filemaker which was done prior to creating the new file which now crashes during the startup when it is loading the pdfs. Please note, I work where there is an IT Specialist who does all installations. He is the only one that can load any software on the computer.

If you don't use secured storage, does the issue still occur?
If you create another Container field without secured storage, set the formatting for interactive content, are you able to embed a PDF file and view it?
If you create a new database with an Interactive Container field and secured storage, do you crash?
What PDF reader are you using? What is the version of the PDF reader?
Are there any plug-ins installed? If so, try disabling them and try again.

Hmm, if this were crashes with PDF's in interactive container fields on a Mac, there's a known issue where removing Adobe plug ins from Safari correct the problem.
But you've indicated that this is taking place on a Windows system where the "web kit" used by your interactive container field is a sub set of Internet Explorer...
