Description of the issue

When you create a file in 11 with layout folders and then rearrange them in older versions ( like v9 ), the folders are broken when opened again in v11 and cause DDR issues.

Steps to reproduce the problem

Create a new file in v11 with some layout folders.  Name some of the layouts with separators like "-" and "--".  Basically create a bunch of layouts and folders all nested.

Open the file in v9 ( or any version that doesn't understand folders ) and rearrange the structure.

Open the file in v11 again and generate a DDR for the file.  Not only does the structure get messed up, but the DDR is invalid with missing closing tags.

Expected result

The feature should degrade gracefully, such that either the folder structure is properly retained or just lost altogether.

Actual result

Folders get lost, and the structure is gone.  A DDR shows as invalid xml because there are either extra group tags or they're in the wrong places.

Configuration information

Notes : I realise that there isn't going to be any change to v9 to handle folders better, but possibly v11 or later could be updated to handle the changes that 9 has made and allow for it.  Alternatively there could be notice given that you should re-arrange folders in 9.

I can give you sample files if they'll help.

Workaround

In 11, you need to remove all of the folder structure and reduce it back to a flat structure, then re-create the folders from scratch.
