I am unable to replicate the issue. I also created a file in FileMaker Pro 11.0v4 and then migrated the file to FileMaker Pro 13.0v2 under Mac OS X 10.9.2 (Mavericks). The lines still do not appear.
With the file opened in FileMaker Pro 13.0v2, go into Layout mode, select the portal, and check the border settings, and then check the field settings inside the portal.
Keep me updated with any progress.
Might this be an issue for one layout theme and not another? That might be something to check here....
I am having similar behavior in FileMaker 13 v3. Operating system windows. Has anybody been able to fix this? I have my borders on my portal set 0.
Edit: Create the portal in filemaker 11. update the file to filemaker 13. It will maintain the portal formatting without lines. If you create a portal in filemaker 13, then it seems that it will create lines in between each portal row no matter what.
Try as I might, I can't create a new FileMaker 13 file that reproduces exactly what you show in the screen shot. The following image shows different copies of the same portal with different appearance settings on a layout with the Enlightened theme selected. The red lines are field borders. The green lines are portal borders and the black lines shown in the far right example are portal row borders--which I can specify by selecting Portal Row in the inspector before selecting border options.
And I can select or deselect any of the portal row borders individually or as a group. I can only get what is shown in the last screen shot if I first select the Portal, then select "portal row" from the uppermost drop down on the appearance tab and then enable borders for both the top and bottom of the portal row. But I can then easily deselect them.
What did I do differently from you?
I had missed that there is a new drop down to change between portal and portal row for the border lines. Thanks for the clarification!
Portals and Portal Row formatting attributes are now managed through the Inspector. The link above walks through the steps to fully format either a portal or the portal rows.

This occurs if layouts from older Filemaker versions are converted into Classic layouts in recent Filemaker versions.
Create a dummy layout in any other theme than the classic theme.
Format your portal without lines.
Copy that new style (eg with Format Painter) to the portal in the classic theme layout.
Or better, create a new layout in a new theme, but that's more work of course.
