It works for me on Windows XP.
Sorry, I should have said I've only tried it on the Mac. Hopefully a Mac-only bug then that can be fixed in a v-rev. I'm using FMPA11 on Mac OS X 10.6.2. It does work in a script window for reordering script steps by holding the Control key down and using the up and down arrow keys.
This bug manifests itself under Mac OS X 10.6 (possibly other OS X versions - unable to test OS X earlier than Snow Leopard). Feature DOES work properly in WinXP SP2.
Also of note, keyboard reorder does NOT work properly in OS X for "Manage Layouts" window, but does work in WinXP SP2.

I can confirm this issue exists with FileMaker Pro 11 running under both Mac OS X 10.6.2 (Snow Leopard) and Mac OS X 10.5.8 (Leopard). In FileMaker Pro 10, I am able to use the command-up and command-down arrows to rearrange the scripts and layouts.
I have forwarded this information to our Development and Software Quality Assurance (Testing) departments for review and confirmation.
This issue still exists in FileMaker Pro 12.0v2. Any update on this bug?
