Is it a KNOWN bug? Or a feature? Fixed in v11? Please give us feedback.

I don't know if it is a bug or designed that way. During testing, someone mentioned that Saved Finds were enabled when Status Bar was hidden and locked, so it was removed. I have a request into our Development department for more information. When I receive that information, I will let you know.

Maybe you are willing to push some additional thoughts to the Dev department:
Presuming the facts described in your post, it would be a remarkable design inconsistency: We have NEVER seen greyed out "Delete Record", "Delete all Records", "New Record", "Sort Records", "Search Mode" etc. items when Status Bar was hidden and locked! The user is still able to delete/create/sort/find anything he wants. So there is NO reason at all to block Saved Finds that way.
It really seems that someone mixed up the case of removing a "Custom Menu" item (which indeed would result in an unavailable functionality when icon-clicking) with the other way round: Removing an icon from Status Bar (or even locking its surrounding object "Status Bar") would never result in an unavailable menu functionality.

So it is two years later, the bug (which is obviously what it is) remains and the question unanswered.
When the Toolbar is hidden and locked, Recent Saves does NOT function.
OK, so don't hide and lock the Toolbar. BUT.......
The bug where a mouse scroll wheel cannot be controlled properly in Windows with the Toolbar open and unlocked remains also.
Is Filemaker Inc. going to address either or both of these bugs (not features)? Please?

When a developer hides and locks the Status area, they are specifying an environment that is restricted in terms of navigation. For example, you cannot navigate to other records, or Find All even if you normally have access privileges to do so, and the command is in the menu bar. Since Saved Finds replace the found set, like Find All, it also obeys such behavior in order to keep FileMaker Pro consistent. It also allows developers a way of disabling Saved Finds without having to resort to using Custom Menus. This is not going to be changed.
You make reference to the "mouse scroll wheel cannot be controlled properly in Windows with the Toolbar oopen and unlcocked". Since I don't see any reference to this problem in this thread, can you provide a little more information?
In Filemaker 11 Windows, when the Toolbar is visible and unlocked, the scroll wheel scrolls through records instead of down a page. This behavior is not present in Mac OS. So the interface is inconsistent.
It causes quite a bit of confusion in mixed environments. The only known fix is to lock and hide the Toolbar, which has caused me to have to create work arounds to show the number of records in the current found set, the current record number and buttons to navigate through records.
Both of these issues should be configurable without having to get rid of the Toolbar.

As mentioned in that thread, Development and Testing are aware of the issue, and your comments were attached to the original issue on April 15, 2011. No other information is avaialble at this time.
I would love to see this issue re-visted. I also find this very frustrating and don't agree with any logic to disable the saved finds when locking the toolbar. Think of it this way. If the user can do a find (which they can with toolbars hidden and locked) why would we want to remove the ability for them to use recent or saved finds?
