Scroll bar is non functional when opening Contact starter solutions file

Description of the issue

When opening the "Contacts" Starter Solutions the scroll bar slider button flashes and disappears  and slider is non functional when opening a FileMaker 12 file with the FileMaker 13 application. The opening window displays 118 records in the List layout. The slider bar and slide functions normally when FIRST opening the application and THEN double clicking the file to open it. This issue did not exist until I updated to FileMaker 13.

What can I do to resolve this issue?

Steps to reproduce the problem

Launch FileMaker Pro 13 by double clicking on the Contacts file to open the file in the List format.

Expected result

Scroll slider should appear in the scroll bar and be active.

Actual result

No scroll slider flashes briefly and disappears and the scroll bar is inactive. I can only see the first few records in the list and can not get to the rest of the 118 records.

Exact text of any error message(s) that appear

No error messages appear.

Configuration information

I removed all older FileMaker applications before troubleshooting.


Scroll bar and slider appear and are active if:

1. I open the FileMaker 13 application First and then open the Contacts file with 118 records, or

2. I click on one of the visible records in the list window to show details and then click on the Contact List button at the top of the layout window to return to the Contact List.

Either way, the issue disappears and I have no further problems with the slider bar and slider.
