The processes will need to be running in order to access FileMaker Server 12's Admin Console.
Are the FileMaker processes running? The full list of FileMaker Server processes broken down by operating system can be found in KB 6595:
If not running, try manually restarting the process:
1. Open Terminal.app from Utilities or using spotlight.
2. Type the command “fmsadmin RESTART adminserver”
3. When prompted with “fmsadmin: really restart adminserver?” confirm by typing “y” for yes and hitting enter.
4. Enter the admin user password if prompted.
Afterwards, delete the Java cache. Detailed instructions on how can be found at the following URL: http://www.java.com/en/download/help/plugin_cache.xml
To confirm if Java is working properly, open the following URL: http://www.java.com/en/download/testjava.jsp
If Java is not working properly, install the latest version from the same site. Otherwise, download a fresh copy of the Java applet from http://[serverIP]:16000 in a web browser from the FileMaker start page. If prompted, allow Java to run.
If the follow does not resolve the issue, please let me know and we can discuss additional troubleshooting steps.
Still no good I get error 10007 when I try to restart the serveradmin and -1 when I try to start the server

Some additional questions to help us further narrow this down:
1. Were the necessary processes running?
2. Did this ever work and if so, then did anything in the configuration or environment recently change?
3. Is any third party software such as antivirus installed?
4. What do you see when trying to access the FileMaker Server start page at http://[serverIP]:16000 in a web browser?
5. What version of Java is installed?
1.Everything was running fine untill we had a power outage then when the server was broaght back up FMS is the only service not running properly.
2.No changes have been made to the system at all Disk check and reports no problems with the drives or permissions
3.No antivirus running on this server and the only other services are filesharing
4.Unable to connect to server
5.Java 7 update 15 was running 10 untill I just updated it

Given the power outage, the FileMaker Server installation might be corrupt. A good next step would be to uninstall and reinstall FileMaker Server 12. Please make sure to first back up any databases, schedules, and groups.

If the issue persists after a reinstall, please let me know and we can discuss additional troubleshooting steps.
Uninstalled and reinstalled and still no luck I now get the error SSL CA certificate file not set or cannot be found SSL Transport Disabled

Did you use the full Mountain Lion installer located in Software Update: FileMaker Server 12.0v2 and FileMaker Server 12.0v2 Advanced?
Did you deploy with or without SSL enabled? Try deploying without if SSL isn't in use. FileMaker is aware of that SSL error message per KB10207:
Can you try an uninstall and reinstall once more? This time trash the entire FileMaker Server directory folder located at /Library/FileMaker Server and then afterwards perform the reinstall with the full installer for Mountain Lion located here:
