Text fields with scroll bar jump twice the field height each time the grey scroll bar is clicked

Description of the issue
We originally thought this was a problem with our Citrix XenApp service, but we've now traced it to what we believe is a bug within both Mac and Windows versions of FileMaker Pro.
When viewing data in a text field with a vertical scroll bar and clicking in the grey area in the scroll bar either above or below the white location indicator the location jumps as if a double click has been made, making it very, very difficult to read what is effectively 1 page at a time (i.e. 1 page is equal to the height of the field).
Steps to reproduce the problem
We created a new database with a single text field, a form layout containing the field formatted to use a vertical scroll bar and a single record.
At the top of the text we entered 'Start of Section 1', carriage returned to the bottom of the field before the scroll bar commences to work and entered 'End of Section 1'. We then carriage returned down the field entering 'Start of Section 2' the line below 'End of Section 1' and repeated with Section 3 and Section 4 so we could identify where the scroll bar was navigating to.
Using the above test we would expect to click once in the grey scroll bar below the white indicator and jump 1 field height to 'Start of Section 2' allowing us to effectively move '1 page' down.
This is the way the Mac has worked since we started using one in 1985.

Standard installs, this result has been repeated using Mac, Windows and running within Citrix XenApp (where we first spotted the problem)
You can use the up and down arrows within the text, or use the scroll bar up and down arrows or the mouse scroll wheel (providing you're not then moving between records!). However, all of these require you to navigate 1 line at a time, rather than 'page up' and 'page down'
